Dorr Township board recinds compost award from Jeff Miling- No composting in Dorr until further notice of the board. $111,267 paid out for composting so far to Norm Fifelski
Last night at the town board meeting, Supervisor Tammy VanHaitsma told us that there is a Public Act 212 from the Michigan Legislature that regulates composting in the State of Michigan. Click this link: This Public Act was established in 1994
Because of this, Jeff Miling does not meet the regulations, and the board said that Norm Fifelski does not either nor has he ever been in compliance with this Public Act. However, Norm Fifelski managed to get the contract for the composting for these past 13 years averaging approximately $8600 per year for a total of $111,267.93.
Its so amazing that this was never investigated so indepth until now, when Jeff Miling, someone who has no connection or ties to local government tries to save the township taxpayers money by bidding $4100 lower than Norm Fifelski. Norm Fifelski sat on the townboard and currently sits on the planning commission! He sits on the planning commission and does not know the laws that regulate land use for composting? Which by the way have been enacted way back in 1994?

Jeff Miling who ran for Dorr Township Clerk in the primary saves Dorr Township residents $4100 by submitting a bid to the Townboard for $4100 less than what the board had been paying Norm Fifelski $9195 of taxpayers money to accept our leaves and grass clippings for years but the committee for “Residents for a Fair, Ethical, Lean & Transparent Dorr Township Government” ReFELT have been keeping track of this issue for the people of Dorr Township. We are here to keep the board on their toes and to keep the people of Dorr Township informed on how this board is spending your tax dollars. Taxpayers work hard for their money and we demand accountability for our money and want the township board to be fiscally responsible. We demand that the board treat all citizens in the township with fairness, be ethical when receiving bids and be transparent with the citizens by providing detailed information on all the township business under the freedom of information act.
The budget is coming up soon in March and to remedy any incompliance that the townboard has done in the past, ReFELT will ask for the township budget in detail form, (with all salaries of all elected and paid employees of the township) exactly 7 days before the budget meeting to comply with the Michigan statue. ReFELT will watch to make sure this happens and to publish this information online for everyone to see.
