Dorr sewer project resurfaces once again after being shot down twice by the people!
Tammy said the competitive market for construction work is making bids come in as much as 14% below estimate. Since when did they get over 50% in favor to move the project forward and seek Bids? Tammy is quoted as saying almost 47% want this. More behind the scene spending on a project that has been stopped by the Public twice.
Plus, the article also states the flip/flop again on the Township allowing the “connection fee” $2,400 to be financed. Don original said yes. Tammy took office and said he was misspoken and can’t. Then Tammy said the Township did not want to carry to burden since they have to pay at time of connection and thus the Board decided not to allow financing the “connection fee”. Now, in the 5-27-09 news article, it states we will be able to finance the “connection fee”.
The public needs to realize that even if they don’t elect to buy into the sewer cost now . . . they are still being assessed the cost immediately and will be accumulating accrued interest and penalties from the original assessment date until the date they actually buy into the sewer. YOU’RE NOT SAVING ANY FINANCIAL COSTS . . . YOU’RE JUST NOT MAKING MONTHLY PAYMENTS NOW . . . YOU PAY A HUGE LUMPS SUM (Principal Construction Cost + Interest + Penalties) AT THE TIME YOU ACTUALLY NEED TO USE THE SEWER.

41.728 Special assessments to constitute lien; character and effect.
Sec. 8. All special assessments contained in any special assessment roll, including any part thereof deferred
as to payment, shall from the date of confirmation of such roll, constitute a lien upon the respective parcels of
land assessed. Such lien shall be of the same character and effect as the lien created for township taxes and
shall include accrued interest and penalties. No judgment or decree or any act of the township board vacating
a special assessment shall destroy or impair the lien of the township upon the premises assessed for such
amount of the assessment as may be equitably charged against the same, or as by a regular mode of
proceeding might be lawfully assessed thereon.
41.729a Deferred assessment; application; evidence of hardship; ordinance; deferred
assessment as recorded lien.
Sec. 9a. (1) An owner of property who by reason of hardship is unable to contribute to the cost of an
assessment for an improvement authorized in section 2(1)(a), (b), (c), (g), (h), or (n) may have the assessment
deferred by application to the assessing officer. Upon receipt of evidence of hardship, the township may defer
partial or total payment of the assessment.
(2) The township board may enact an ordinance to define hardship and to permit deferred or partial
payment of an assessment pursuant to this section. As a condition of granting the deferred or partial payment
of an assessment, the township board shall require that any deferred assessment constitute a recorded lien
against the property.
